The Misleading Power of Observation

A young man at the age of 25 performs a study to figure out the ratio of passenger trains to freight trains that runs through his neighborhood. So this man walks to the end of his block, sits on a park bench, and waits until the train comes. When the train passes him, he notes in his handy dandy note book whether it is a freight train or a passenger train. He then returns home. Then whenever the man has time, he then walks down to the end of his block, waits for the train, and again makes the appropriate notation in his notebook. He does this observation procedure at all different times of day (sometimes early in the morning, sometimes in the afternoon, sometimes evening, and sometimes in the middle of the night). There is absolutely no pattern to his visits; furthermore there is no pattern to the frequency of his visits. Some days he does this park bench visit 3 times a day. Sometimes 30 times a day. So what I am telling you is there is absolutely no pattern to his visits. He does this at least three times a day; and during the course of the year, he never skips a day either.
This man does this for 50 years (it's a life time study after all). So at the age of 75, he tallies up his figures:
Total trains observed: 312,000 train sightings
Total passenger trains:288,,000
Total freight trains: 24,000
Ratio is 288,000 to 24,000 which equals a 12 to 1 ratio.
The old man concludes that there are 12 times more passenger trains that run through his neighborhood than freight trains. The old man is overjoyed. He knows his numbers are correct and true. He is so elated that he wants to tell the world about his finding. He starts with his wife; but she tells him to go get a life. However, he is not dismayed and concludes that she just doesn't have any appreciation for trains. So he goes down to the local pub, where he knows a lot of train employees hang out. The old man is in such a good mood that he buys a round of drinks for all of them. A train traffic controller approaches and thanks the old man for the drink. "Thanks for the drink. What are you celebrating?" the controller asks his host.
"Today I concluded my life time study and I know for a fact that for every 12 passenger trains that you send down the line near my house, you only send one freight train" the old man reported with pride and a gleam in his eye.
The train controller asks the old man where he lives.
"Just down the street from here," replies the old man.
The train controller looks at the old man, uncertain if he should burst his bubble by breaking the bad news to him. "I'm sorry sir, you are incorrect. The number of freight trains to passenger trains are exactly equal," replied the controller "Each day we send exactly the same number of freight trains and passenger trains down the line that runs near your house".
"That is not true," replied the old man. "I know what is true. I have performed a very careful life time study. And I know for a fact that the ratio of passenger trans to freight trains is exactly 12 to 1."
"I don't know what to tell you other than your personal life time studies and observation is wrong," commented the controller.
How can that be?" asked the old man.
